We’re creating a new neighbourhood centre with a mix of uses that means locals don’t have to travel as far to get the things they want.
That means more must-haves, like groceries, health services and childcare, but also more love-to-haves, like entertainment, public spaces and places to eat and drink.
A highly considered mix of uses will elevate the standard of living while the site-specific design will ensure that the rich character and natural assets of the area are built upon, not ignored.
The opportunity to relax, shop, socialise, exercise and access services in one spot will improve the lifestyle of local residents. A plaza and green atrium within the terraced building will offer a new public space for Essendon. Natural landscaping will soften built form while connecting to local natural assets. Entertainment options, including a cinema and family activities, will extend the centre’s body clock into the evenings and weekends.
A central green plaza will create an accessible neighbourhood meeting place. Retail across the site will promote social, physical and mental health by providing quality produce, allied health services, a premium gym and a vet. The pedestrian experience will be improved, promoting active modes of transport and retaining local activity. Environmentally sensitive design elements include solar PV cells, rainwater harvesting, passive design elements, end-of-trip cycling facilities and electric vehicle charging stations.
Retail is an important element in defining local character. 299–311 Pascoe Vale Road will enhance Essendon by better addressing the requirements of current and future residents, workers and visitors. A one-stop destination will introduce new standards for health and wellbeing, childcare, cafés and restaurants, full-line and discount supermarkets, pet needs and allied health services. A cinema and other cultural community focal points will provide an anchor for the new neighbourhood.
New public amenity, health services, neighbourhood retail and improved access to transport will increase economic activity. Located on a key development corridor, close to Melbourne Airport and connected to CBD by rail, 299–311 Pascoe Vale Road will stimulate economic development across Essendon. Enhanced pedestrian infrastructure, improved public transport access, underground car parking and proposed new traffic signals will contribute to a key activity centre for the region.

299–311 Pascoe Vale Road will form part of a 20-minute neighbourhood – a new government strategy for people and communities to have access to everyday needs, amenities, jobs, social infrastructure and cultural opportunities within a 20-minute walk, cycle or public transport trip of their home.
The design and location of the site will deliver an approachable destination whether you are walking, cycling, using public transport or driving. The site sits close to two train stations and near both of Melbourne’s airports. A softened streetscape and concealed, off-street parking will make the centre safe and walkable for pedestrians.
The Essendon area is home to beautiful and distinct inner-city parklands and waterways. These natural features will be built upon by bringing vegetation into a significant public atrium that connects both the centre and visitors to nature.
The site is uniquely positioned to turn Essendon into a 20-minute neighbourhood, delivering great benefits and increased access to a wide range of people.

We’ve submitted the plans to the Moonee Valley City Council who will assess them according to the Planning Scheme with input from various stakeholders and the local community. If the Council is satisfied, it will issue a permit.
